The work that the 35 municipalities from the metropolitan areas of Lisbon and Porto have been undertaking for disadvantaged communities under the Recovery and Resilience Plan (RRP) will be made public on 27 June in the Super Bock Arena – Rosa Mota Pavilion.


The meeting will have a more technical part, in the morning, from 11:00, with the participation of representatives of entities promoting actions in the territory, associative leaders and municipal directors and officers, to discuss the need to implement new responses to persistent social problems, the importance of assessing the level of participation of communities and the effectiveness of interventions that are being made in the territories.


The afternoon, starting at 14:30, will be dedicated to the presentation of the monitoring reports of Integrated Operations in Disadvantaged Communities in the metropolitan areas of Lisbon and Porto.


The meeting will be attended by the Minister in the Cabinet of the Prime Minister and of Territorial Cohesion, Manuel Castro Almeida, the president of the Lisbon Metropolitan Council, Carla Tavares, the president of the Porto Metropolitan Council, Eduardo Vítor Rodrigues, and the mayor of Porto, Rui Moreira, who will open the event.


The presentation of the RRP’s monitoring reports, within the framework of the Disadvantaged Communities, will be made by the CEO of the Porto Metropolitan Area, Ariana Pinho, and by the CEO of the Lisbon Metropolitan Area, Carlos Humberto de Carvalho.


There will be a debate on new solutions to persistent social problems, the level of participation of communities and their assessment, as well as on the effectiveness of interventions in the territories.


Two innovative social intervention initiatives will also be presented, as well as two best practices adopted in terms of community involvement and participation and assessment of the interventions developed under the action plans.



Action plan for disadvantaged communities in the Lisbon and Porto Metropolitan Areas


The plans have a total budget of €243 million for interventions to be developed until 31 December 2025 in communities marked by various social and economic vulnerabilities in the two metropolitan regions.


The funds are being invested in equipment, in the recovery of public space and in actions in the fields of culture, education, health, citizenship, employment, environment and social dynamization, as a response to problems verified in each specific community.


Reducing poverty and social exclusion, promoting access to housing, health and public services, improving the social and economic skills of populations, improving social inclusion and innovation, and expanding the skills and resilience of communities are some of the common objectives of the metropolitan plans to support disadvantaged communities in the Lisbon and Porto Metropolitan Areas.
